No but he needs to be registered with the bodies who takes such organ on death of the donors.

I appreciate your uncle's phillosophy to donate his organs after his demise, for which he (himself) should approach nearest hospital and get registered for his organ donation desire.
Subsequent to that (organ taken out by hospital) it is as per rituals and customs in your family, caste and area, hence cannot be advised, contact local elderly persons/lawyer.

if he wants to donate organ and makes declaration to the body/hospital/medical college then you are bound to comply.

Now coming to disposal of body.

His wish of being thrown in sea is bizare. Unheard of.

You run form authority to authority none will allow you nor will it refuse and every authority. will make you run from pillar to post.

Further disposal of dead body attracts the religious sentiments of deceased and his successors. Nothing stops you if you cremate or bury the body as per your religion.

But unfortunately the area SHO has to be informed before performing last rites.

For organs donation - during his life time he should register his wish some good hospital who has the facility to remove the organs.
For disposal of dead body - you can not fulfil his wish. If thebody is thrown in the sea, if a complaint is lodged, the persons who carry such act will be in trouble.

THE LAW OF CREMATION IS RELIGION AND CUSTOM BASED AND THERE IS NO ENACTMENT EMPOWERING ANY HUMAN TO TESTATE THAT OTHERWISE AS HE DOES IN CASE OF HIS ASSETS.

You have rightly been advised by experts.
T. Kalaiselvan, Advocate (Expert) 11 August 2014
I endorse the views of experts especially about the disposal of the dead body. He may be having thousands of wishes but the practicality of the wish is to be considered.
