Anticipatory bail in 498-a

Respected experts,
Wife has filed 498-A.
(i) Which court should be approached by husband for anticipatory bail?
(ii) As husband was apprehending this, could he file for AB even before wife,s 498-A filing, on the basis of reasonable apprehension?
