ni act refer to drawer

Is there any recent ruling on refer to drawer,,wherein it is said that the only meaning of refer to drawer is not insufficient fund and so acuused is aquuitted...

Some people give citations whether relevant or not so another class of queries come asking for citations.

Most of the citations are applicable in particular situations and hence can not be applied as a rule to all others.

Refer to drawer means insufficient fund generally but does it mean drawer has no fund and no other meaning?
It has some other meaning also..
