Can a leasehold land be converted into freehold while a suit for specific performance is pending in the civil court?

Dear Mr. Goel,
you sound as if you are a student of law and want the answer for yourself.
Dear Mr. Nanda, Mr. Doab, Mr.P.venu,
In the Govt. Order of the state of U.P for Nazul Properties. Its says "if any suit is pending in the court, there nazul land cannot be converted into freehold till the suit is not decided.
Actually we wanted some ruling of S.C. In the aforementioned matter.
