Defemation and rumours

Mr A is spreading rumours that Mr B is admitted at Hospital for kidney failure and very Mr B will die if he do not get any donor. Mr B is a reputed personality and a political figure, due to this rumours the well wishers of Mr B are very worried and stressed. there is a situation of chaos every where.
the family member have found out the Mr A and want to initiate legal action against his baseless statements & rumours made against the Mr B.
in his incident Mr B was not defamed but his family members and the well wishers suffered mental tension and harassment. being a political figure the supporter of Mr B are also very furious and law & order situation has also arisen.
how can a legal action taken up against Mr A for his act...both in criminal & civil law. pls suggest

you have stated that MR B has not been defamed . no defamation case has been made out . let Mr B issue a press release denying the rumours regarding his health

Rumour mongering and defamation are two different and separate situations. Rumour monger can be complained with the police authorities which is found in the given case but no case of defamation is mad out in the given case.
