Minor account can be opened in a Post Office by anyone by making a mention of the date of birth of the minor, date of majority and relationship with the minor in the account opening form. The account is opened only after appropriate introduction by some one known to the Post Office.
Minor's photograph is not required to be affixed. Photograph of the operator of the account is also opetional.
For opening of fake account only the operator and the introducer are accountable, not the Post office.
So, the Post Office cannot be held responsible and sued if some one opens a fraudulent account, unless you are able to prove connivance of any particular Postal official.

There is no question to regard the opening of such account as a fraud. Parents of guardian can open such account in post office and can run also.
