You can send Indian Postal Order and not Court Fee Stamp. Railways are quite right in their objection.

Railway department is not a court so court fee under RTI Act is not permissible. Adopt other means of payment.

According to the Right to Information (Regulation of Fee and Cost) Rules, 2005 framed by the Central Government and similar rules framed by most State Governments, an applicant can make payment of fee in cash or by demand draft or banker’s cheque or Indian Postal Order payable to the Accounts Officer of the Public Authority.

you can't pay the fee as cash.. you have to pay through postal order or d.d.

IN THE STATE OF ANDHRA PRADESH I HAVE PAID THE FEES IN THE FORM OF CASH IN THE ACCOUNTS DEPARTMENT OF THE PA CONCERNED, ENCLOSED THE CASH RECEIPT TO THE APPLICATION WHICH WAS ACCEPTED BY THE SPIO.

Every state has a different mode of payment for application fee. Generally, you can deposit your application fee via:

In person by paying cash [remember to take your receipt]
By Post through:
Demand Draft
Indian Postal Order
Money orders (only in some states)
Affixing Court fee Stamp (only in some states)
Banker’s cheque
Some state governments have prescribed some head of account. You are required to deposit fee in that account. For that, you can either go to any branch of SBI and despoist cash in that account and attach deposit receipt with your RTI application. Or you can also send a postal order or a DD drawn in favour of that account alongwith your RTI application.

Please see respective state rules for complete details.
