Builder cannot sell either open or stilt parking spaces, however the builder can sell an enclosed garage.

As per law, after completion of the project, the builder should handover the common facilities to the members of the society (flat owners).It is illegal on the party of the builder to sell the common facilities including parking place. cs dr vedula gopinath

1. Open /Stilt /Podium Parking spaces are all classified as "common open spaces" & Free of FSI, under the Regional Town Planning Act and CANNOT be Sold or Purchased or Registered. Parking spaces can be allotted (most of the times by illegally collecting money, which is a criminal offence).
