Outstanding Dues / liability can be deducted from some terminal benefits like leave encasement etc.

When the dues liability was established.

It is strange till now full payment has not been released.

Use RTI to get full information from the department.

Discuss in detail with local lawyer, show him full case file and proceed as per his advice.

You have not stated what kind of dues are these.

apparently case is time barred for going to court.

Incomplete information can not lead to form an opinion.

Discuss with a local lawyer practicing service matters.

Dear LCI Author,

Pls avoid initiating many threads.............and post full information/ all facts in one thread.

Or as suggested appropriately by Vashistaji you may consult with a local senior and very able lawyer of unshakable repute and integrity specializing in concerned field of law e.g; Labor/service matters ,............as posted by you, and show all docs on record.

I agree with experts that with incomplete information it is not possible to provide any useful advise.
I note that from the online portals you got the information on dues to be recovered in the final settlement. Which online portal, based on what? One remedy I can suggest is make a proper representation to competent authority to do the final settlement of your father as per rules with the support of a legal expert on service matters so that you get the right remedy departmentally and when not settled you can think of filing a case before the CAT.
