When RTI Act 2005 was passed in 2005 for first few hearings they considered it (With instruction that next time it won't be entertained )

But now they are plainly rejecting it and chances are that you may waste more time in commission as all Commission are over loaded with work and if it is rejected on technical ground that you have not filled first appeal then till then you had wasted whole lot months waiting without fruit.

I don't know which state you are in but all RTI Commission are having lot backlog , Eg. Pune Division have backlot of 3-4 years.

RTI commission are now loaded as court with huge backlog

First appeal needs to be filed. You may seek condonation of delay, if any.
