I think some book of commerce I read ans. to this question better refer any book which tells about office management .

In building construction rules , such things in Plan is required to be marked and for only that purpose space should be used legally.

Means if I mark some space for office in building plan which is sanctioned then in that place only office should be there and no retail business

If you want to find for what purpose specific space is allotted then take Occupying certificate's Plan . Check out the marking for what purpose specific space is allotted additionally you have to see development control rules (or any other name used in your state for Building Control ) and see that purpose what is allowed and what is not allowed

Additionally I want to add conversion from one type of space to other is prohibited but people do conversion then to solve problem Local Govt only impose high tax on converted premises showing illegal conversion and forget it . Because they can not be after whole town
