Whether the relieving of an Employee of Central Government Public Undertaking can be kept in abeyance for indefinite period although transfer order has not been cancelled or modified?
Please suggest the case Laws including book on the related subjects.

It can /is being done in the name of administrative exigencies / absence of time bound relieving instructions / absence of clear rules till senior officials intervene on the basis of some complaint / otherwise.

The Incumbent has been transferred has been transferred in 2014 and relieving date was given in the transfer order itself but the relieving of the incumbent has not been done yet as such whether Incumbent can be kept in dilemma for indefinite period?

Such action cannot be said to be unlawful, though improper unless there are proper justification. The remedy is in bringing the matters to the notice of the higher authorities.
