Locked flats

We have two flats locked for 9 years
Dont know the whereabouts of the owners
Huge outstanding is pending against their names.
All letters sent to them have come back as the flat is locked .
Please suggest !

Your question is not clear.

If you are not the owner of the two flats, how you claim to have the flats. Further, which type of outstanding against the owners is there and how you are concerned with such outstanding against the owners?

I am not the owner
I am the secretary of the society
My question is how to collect the maintenance dues from these flats whose owners are not residing here neither the society has any information on their whereabouts.
All the bills, notices keep coming back .
From safety perspective , what should we do ?
Further what ways are there to collect the dues ?

If you know the owners name, make an entry mentioning their names in the register maintained by the society for recovery of outstanding dues and keep carrying it forward every it till date and so on so that whenever they return, they may be intimated about it and further course of action can be initiated then as per the details available on records.

what is the provision in society constitution in this regard. please read that first and then come with doubt if the constitution is silent on any aspect 9i.e. delivery of ex-parte notice.

Send legal notice to the owners at their last known address with a copy of the notice pasted at their entry doors, get photograph of the door with pasted notice also as an additional evidence. If notices are still not responded, after expiry of notice period file a summary suit against them separately to get decree for attachment of property for recovery of dues.

If yr association is registered in registrar of societies act, the defaulters of dues are considered as strangers. Give a police complaint and cooperate with them to trace the missing owner.
