Sign on back & Authority Letter to collect Cheque is sufficient. Your Agent for NSC if any , will do needful.

A discharge is required to be signed by the owner of NSC or by his POA having authority to do so where after post office shall issue
a cheque of redemption.Visit the post office superintendence.

Your brother can directly send the documents by post to the concerned post office with intimation to his agent and you to get the job done and post office may directly send the remittance to the banker of your brother.
