Lease rent

I understand that as per Delhi Rent Control Act increase in monthly rental amount is 10% in every three years but not more than that. I am living in Arunachal Pradesh. We don't have Rent Control Act so far. In our case how the monthly rent is to be regulated? Can we increase the monthly whimsically every year in absence of any such Act?

Secondly, if the property is in the name of a minor son, can his father automatically assumed himself as legal representative to sign the lease agreement and to issue power of attorney to a third party on behalf of his minor son? Or else, what is the procedure available?

Without the court permission you cannot alienate the minor's property. Lease amounts to alienation so by filing a petition under the Guardian and Wardship act you have to obtain the court permission.
