Mseb- illegal use of power from my connection

sir, i have noticed that some one is unauthourisidely using powr from my mseb meter. What should I do . My meter is not locked & PROBABLY land lord ?? might be doing such things out of harreshment as he vants us to evict from the rental accomodation.
please guide me sir.

You can lodge FIR in Police Station since it is theft case along with MSEB office
