Nepal is considered as foreign country in residential status.

Nepal is a foreign country, but there are lot of bilateral agreements under ASEAn and SAARC of ther such organisations which will reduce the taxes or aviod double tax.

Under the Constitution Nepal was not recognized as state of Indian Union.
It is definitely a foreign country

According to a long understanding treaty Indians and Nepalese citizens may travel to each others contries without passport or visa.Nepalese citizens may work in India without legal restriction.
