Which Acts in India are Special Acts? How a general Public can identify the Special Acts?? What are the basic Principles to treat an Act as the Special Act.

Special Act Overrides General Act as per APEX COURT decision of 2009. Whether Right to Information Act,2005 overrides Consumer Protection Act,1986?? Whether RTI Applicant, ( who was not supplied information as asked by paying Rs 10/- as application fee,) can file Petition before the District Consumer Disputes Redressal Forum for Deficiency of Service u/s 2(g) or not?? Some Supreme Court Decisions required.

As per u/s 3 of the C.P.ACT,1986, it is the additional remedy & not BAR OF ANY OTHER Law. It is a Special Act. Whether any other Special Act can overrides Consumer Protection Act,1986?? If yes, provide some APEX COURT citations.

WHETHER A LOCOMOTOR DISABILITY PERSON CAN AVAIL RAILWAY CONCESSION? AT THE SAME TIME HE CAN OBTAIN TWO WHEELER LICENCE OR NOT. IF THE R.T.O. HAS ISSUED A M.V. LICENCE, THAT CAN BE CANCELLED OR NOT? WHETHER THE R.T.O. IS LIABLE FOR PUNISHMENT OR NOT? IF YES, THEN IN WHICH SECTION OF THE IPC OR ANY OTHER ACT?

A passenger asked for a ticket in the RAILWAY Counter for an Express Train. He was issued a SUPER FAST Train Ticket & charged more money by the counter clerk.
I request Legal Opinion.
(1)Whether the passenger can file a case? Then specify the proper Court of adjudication.
(2)Whether the counter clerk is liable for penalty?
(3)Whether the Railway Administration will be penalised under Vicarious Liability?

Whether the Complainant can file Review Petition against the Dismissal Order of the District Consumer Forum Citing the APEX COURT JUDGMENT published in AIR 1981 SUPREME COURT 606 addressing to the NATIONAL CONSUMER COMMISSION, NEW DELHI under section 24-B? What is the FORMAT to file before the APEX COMMISSION??
Please Help.
