Arbitrary decision of an hod

In a Departmental meeting, one of the permanent faculty( prof ABC) members of a State University( who was on leave on the day the meeting was held) was excluded from his teaching responsibilities which were originally allocated to him. The decision was taken by the Head of the Department. This decision was circulated in the official minutes of the meeting. However, neither any show-cause notice nor intimation was given to him by the University Authority before such a decision was taken up by only the Teaching faculties and Head of the Department in the "Departmental Meeting". Can the Head of The Department of a department of the University take such action with the concurrence of the other faculty members?
The HoD have Drawn up a narrative falsely stating that no books were provided to the students by the faculty, he doesn't interact with the students and takes fewer classes ( during JANUARY 2022 when the state government had imposed lockdown and online classes were to be held). These were based on the feedback that the HoD had received from a few students. The decision was taken even before the end of the ongoing semester.
So the Head of the Department had raised this case on 23rd January via a mail to Prof ABC but no such information was given that if Prof ABC does not only reply within 5 days then such actions will be taken against him. Prof ABC could not reply immediately as he was unwell. The meeting was held on 27th January where the decision was taken to exclude him from his teaching assignments( the forthcoming semester)
so in this case, what should the excluded faculty member do? He was not present in the meeting as he was on leave on that particular day due to serious health issues. He also belongs to Scheduled Tribe Community.
This case has been explained to the Registrar and the Vice-Chancellor via official emails and their replies are awaited, the Internal Grievance Cell is very ineffective and from the past experiences, it is evident it is too slow to deliver justice.

The matter is pending with university authorities and hence he has to wait for their decision. The decision was taken by the HOD and accordingly a mail was sent to Prof ABC. But Prof ABC shall ask time to offer his reasons as he was unwell. But he did not do so. So I opine the decision of the HOD cannot object to.

Let ABC wait and watch for the decision, otherwise, issue legal notice for arbitrary action of HoD.
