You are advised to check the promotional policy of your company. You will find the answer.

Enquire from your Manager, as to what is the technical qualification that is required. See whether it is possible for you to acquire it. Or enquire with the Manager, whether there are any other way by which you can get promotion.

You must be having job advt and service rules, promotion policy covering your designation and post that you aspire...............

Or get these from concerned office/employee e,g; HR/HR personnel....

and relate...

Also get copy of policy and rules on study leave to study and add qualification..

@ Mr Kumar Doab.

He mad clear that he got job in landloser quota. That means that :-

1. There was no advertisement.
2. He was not able to find job on merit (or else he would not have come as land loser)
3. He was thrust upon by the govt policy and the company employed him the best possible they could.
5. No other employer was compelled to appoint him so he could not chose the terms and conditions.

Had he been eligible he would have been promoted.

As usual, Mr. Kumar Doab, a fake expert with unreal name, makes senseless posts merely for the sake of making his vague appearance on each and every query that too without even understanding the basic requirements of the question.

You can explore the possibilities of joining some course which could upgrade your educational qualification. There may also be option for you switch over to non-technical side where upgradtion of qualification or skills may not that much difficult.

I agree with expert advise of Mr P Venu, study and make yourself eligible for promotion and career enhancement.

Your employer may be right in his opinion in this regard.

Since you do not possess the technical qualification, any assignment that requires technical expertise cannot be entrusted to non-technical person just because he has experience.

If the company rules to not permit this situation, ther is no use in agitating over the issue any further, instead of that you may plan to think about next positive steps in this regard by trying gain qualification to become eligible for the promotion and elevated post.
