Hello experts,
Please guide me.
I have completed diploma in instrumentation engineering, due to father death and economic issue I couldn't complete graduation/BE.
now I want to complete gradation for MPSC//UPSC.
Can I get admission to BA external in open university after diploma ?

Yes you can ,
Today when you asked this query I went through prospectus of YCMOU/IGNOU/Mumbai university distance education.
There are many courses and I suppose you had Maths at diploma level then try to take course which can help you earn better and as per your interest
All is in your hand but take decision before June end.

This is not a legal query this is true. But such cases require reading of rules of University for admission.
General boys and girls never require to even look at them but some special cases require reading of rules framed by university.
Any how if you need university rules (which subject to choose etc. ) then I can guide you . Rules keep on changing .
Registrar of University is proper authority in it. But such rules are also published by authority on net.

Regular student don't require to see rules because they go to college , College has already taken care of rules of local university and they give option of subjects according to university rules .
Like Engineering PCM , Medical PCB .
But Open schooling students/university are given wide variety of option and they choose wrong subject and disaster take place some time.
Some take admission to draftsman course and after spending 2 years they understand this was not eligible for B.Arch.
But all leading college adjust their syllabus as per University requirement automatically.

University Acts & clauses are not required to get yourself enrolled as a student.
Each aspirant should know the eligibility criteria by visiting the concerned university/college admission dept. or the website etc.
For that no need to post a query in the expert forum.

Sir this student problem is not this , Real problem of distance education student they take course with some subject but that does not make them eligible for the future course which they desire .
Means those who do BA without 10th or 12 from proper board they are not eligible for LLB as per Supreme court Judgement and one additional PIL is also pending .
So going through university rules and person career goal is very imp while selecting subject
