I joined Haryana State Electricity Board (H.S.E.B) on 17.7.1989 on regular basis. H.S.E.B was unbundled and reorganised into four corporations HPGCL,HVPNL,DHBVNL,UHBVNL i.e for generation, transmission and distribution in 1998 through Haryana Electricity Reforms Act-1998. The employees were not given any option. I applied through proper channel to Technical Education Department of Haryana Govt in 2005 and HSSC carried out recruitment. I joined new assignment in this department in 2007. There is precedent of granting past service benefit/counting of past service benefit in these two departments from HSEB before incorporation into HPGCL. Am I eligible for counting of past service to new assignment????

Doubtlessly, you are eligible. To ths effect, several of the circulars have already been issued by the Finance Department of Haryana Government from time to time, as based on the orders, instructions, clarifications issued by the Central Government.

Not clear whether you left as employee of board or of PSU.

Have you opted for this benefit in new deptt and what was their response.

I left in 2007 after board was converted to Corporation (in 1998). I was member of old pension scheme i.e. GPF. My case was forwarded to Finance Department half cooked without mentioning that my joining is with HSEB not HPGCL, so it turned down. Now it is being re-examined afresh in view of favourable court cases CWP2442/2003 Delhi High Court & CWP 18370 / 2009 Chandigarh High Court and precedence.
