Police clearance

My question for is that in the background check of a candidate especially for the upsc civil services exam, do they check for only an actual criminal record?
my problem is that I have one traffic police fine ticket and one smoking in public fine ticket. Both times they gave me a receipt. Does this mean that I have a criminal record now? Does it mean that i wont get a police clearance for the UPSC or let's say a visa? Apparently authorities send a letter to all places where a candidate has lived and asks the local police station for any records against the candidate. Will the police have a record of my smoking in public fine or my traffic fine?
Both times i paid on the spot and got the receipt as well. No court no police station was involved. It was on the spot.

There is no difference in police verification procedure for any post even if UPSC selected.

these are not that serious cases.

Police verification do not contain such light issues. You shall not face any problem due to such fines.

These are petty cases which will be solved by spot fines and donot carry in the crime registers for long and also the petty crime registers are not verified by police to for employment verification report purpose.

you cannot get advise from this forum (atleast to 50 experts) to hide facts. Better check from local thana.

No sir I mean that if there is a spot fine or challan for traffic violation or smoking in public fine, and the fine is directly paid to the police officer, will it be considered being fined by a court of law or not?
