I live in Kalina Village, Santacruz East Mumbai. Is it legal to build a ground + 2 stories house? Or will I face problems if the neighbors complain?

Area in Santacruz is covered by Corporation or Village Panchayat. Get permission from the authority and get the Map sanctioned first in case of need.
