contact a lawyer if you are unable to proceed yourself, if you think that you are able to fight your case yourself then engage a lawyer for drafting the writ.
the procedure for filing the writ is different according to state/HC.

You cannot approach directly to supreme court.

Contact a local lawyer and show him all the documents. In such cases you can not approach SC directly.

Do not approach supreme court directly. Since it is misfeasance of govt. official you better need to go to high court for invoking writ of mandamus.
