Psu not forwarding job applications

iam working in one of leading psu in indian , i entered for 5 years bond, which i completed long back ie iam working since 10 years,
now i am applying of jobs in other psu's but my employer is refusing to forward my application showing shortage as excuse.
what legal rights do i have in this case to convince my employer to issue NOC for applying for jobs in other psu's
kindly i require guidance in this regard

If you are no longer interested in your present employment, then it is legal right to move on to new area.
Do send notice to the echelons to get speedy reply.

Is it that that the employee can apply for jobs elsewhere through proper channel only? Pl. verfy the standing orders, service rules etc.

Please go through your service Rules. Whether the job application is to be forwarded through your employer only or informing to them is enough. You should submit one copy to your employer with direct copy to advertiser mentioning the fact on both the applications.

If your terms of engagement with the present employer stands terminated on the expiry of 5 years bondage, as per the agreed terms your employment has been extended till this date, is it not a fact?, so, if the agreed terms do not involve or dictate that you should not seek an employment outside without prior permission of the present employer and if you have agreed to the said condition, you may have to wait until the extended terms of agreement is fulfilled, or if there is no such arrangement, the PSU cannot legally prevent you from taking an employment outside.

But I have different opinion.
You have no enforceable right to compel PSU to forward application( that too before closing date).
You can only make a humble request. You can raise level of request.
sending notice is surest way to ensure that your application is never (never) forwarded.
