Registration stopped

Hi, I am planning to buy a property, but I wont be able to register as the registaration is stopped, so can I make a GPA, If am making a GPA do I have to pay 100% of the property price before registration? is this a risk buying property by GPA?

Only a registered Sale Deed is saves you in all the manners. If you go for any other deed/s, that deed will gives you a tentative relief, any how, you should have to pay the entire sale consideration to your seller. So better to go for a sale Deed. Or else go for an "Agreement of sale cum General power of Attorney" In this if you pay, total stamp duty, that will be adjusted when you go for a registration.(This is only for 2nd option)

What is the reason for the stoppage of the sale-deeds?

There may be many reasons for the stoppage including the land is going to be acquired by govt. or similar other reasons.

Better to go through this reason first and then only decide whether such property should be bought or not.
