Presuming problem posed is before a Hindu,as per provisions laid down in section 6(a)of the Hindu Minority and Guardianship Act, 1956, in the case of
a boy or an unmarried girl-the father, and after him, the mother: provided that the custody of a minor who has not completed the age of five years shall ordinarily be with the mother.

Yes, depending upon the facts and circumstances of the case.
Broadly speaking welfare of the child is the matter of consideration to decide the custody of the child.

Paramount consideration is no doubt welfare of the child but the matter of female minor child depends upon many other facts also so better to post the query in detiail.
