All the banks would provide such a loan. Therefore please approach the bank in which you have the account. That will be better.

Contact a Bank best suitable to you. Try to choose public sector Bank which is offering competitive rate of interest.

We do not maintain list of such banks rather you move out of your home and personally enqire it from the banks and then prepare such list for your record.

1. I am sorry to opine differently,
2. If the house has been mortgaged with a Bank by your father creating security interest on it, then the said house can not be dealt with in any way by your father till the mortgage is cleared &/or the Mortgagee Bank permits him to deal with it, in writing,
2. Till then, no Bank will allow you any loan for buying the said mortgaged house.

The proceeds of loan would be utilized to liquidate the loan of father. Balance if any would be paid to father. after payment of father's loan the Bank will be able to get clear title of the property for mortgage.
