Investment in new construction (1bhk) on open plot

Hi,
I am planning to invest in 1BHK Flat at New Panvel Navi Mumbai. But confused, where to invest or not because developer as just shown me open plot on which he will construct a complex after 2 months and ask me to pay 20% of Flat cost as a token money to booked a flat. Pls advise me whether to invest in open plot or not. Also request you to inform me, which documents need to be check from developer before investing in open plot property.
