Is court fee refundable?

is the court fee refundable in any of the following cases:-
1. when you win the suit
2.when the plaint is rejected
3.when there is an out of court settlement.

According to my knowledge- only in case of compromise in LOK ADALAT. Parties may pray to court to fix the hearing in LOK ADALAT and may compromise. Later on they request to court for refund of court fee. Court may order to collector for refund from govt. treasury.

Sec 21 of legal services authorities Act-. Award of Lok Adalat – 1[(1) Every award of the Lok Adalat shall be
deemed to be a decree of a civil court or, as the case may be, an order of any other
court and where a compromise or settlement has been arrived at by a Lok Adalat in a
case referred to it under sub-section (1) of section 20, the court-fee paid in such case
shall be refunded in the manner provided under the Court-fees Act, 1870 (7 of 1870).]
