About my noc

Sir,
I am doing job with Indian Railway. Now i want to go abroad to visit my family friends. I have my passport. Regional Passport office chandigarh issued that passport in 2008. That time I was also doing job with Railway. But, I didn't take NOC for passport from my department. Now my officer said because of passport NOC they will never give me permission. Is there any rule for this.

Railway staff has to get a no-objection certificate (NOC) to apply for a passport.
Head of the department may grant a no-objection certificate provide he is not involved in any vigilance/DAR case pending action and the employee is not likely to figure in any security records adversely.

You do not required NOC from your department for your personal foreign tours. Only approved leave is required.

You may ask your officer, under which rule of the Railway servant conduct rules the NOC was required for applying for the pasport.

However, it is not that the NOC was not taken for applying for passport, but the NOC for foreign travel can be withheld on the exigency of service or if the Government servant is involved in any serious crime or is having links to anti-mational activities.

Yes Mr. Nair but for leave approval they said they will never give me any approval for this because of my passport

They said u haven't got a permission to apply ur passport from ur work place so we not able to issue u a noc to go abroad and for leave from work as well

they can initiate proceedings against you.


Passport form also has a column regarding professionadn Govt service. You may not hve got the passport without deptt's permission unless you had lied to passport authorities.

The department can if they take mercy give ex-post facto permission for passport and then give you NOC to visit abroad (if you are able to justify the source of expnediture and take FCRA sanction if necessary).
