can RTI be applied against
private banks?

No, it does not come under the purview of RTI Act.

You can get the details of the Private by RTI appln to RBI.

eventhough private banks are not covered under rti,you may get information indirectly by applying to rbi as suggested by Arunagiri.

since the private bank performs public duties, you can asked informations only about the action taken by the bank performing public duties. no internal information can be asked.
