Great grandfather A died in 1986 and grandmother B died in 2008. father C died in 2016. I there a way to get legal heir certificate for grandmother B (Saying that she is a daughter of great grandfather A )

You can approach the concerned revenue department on behalf of the legal heirs of the deceased great grandfather to provide a legal heir ship certificate indicating his legal heirs to succeed to his estates.
If the revenue department is rejecting the same based on the lapse of time, you can approach court with a suit for declaration to declare the legal heirs by a court order and a direction to the concerned revenue department o issue a legal heir ship certificate on that basis.

The great-grandfather A's daughter is B. But "C" father died means what is the relationship between B and C? In the year 2008, the grandmother died, why did you not obtain a legal certificate to date?

C is the son on B. The hierarchy is A -->B ---C. A died in 1986, B died in 2008 and c died in 2016. Trying to get legal heir certificate of B (saying she is daughter of A). I am daughter of C
I am hearing from revenue department and local advocate that we cannot get it now since we do not have any certificate for A's death

Since the revenue department is constrained by the regulations and rules in this regard, you may better approach court of law with a suit for declaration to declaration the legal heirs of the desired deceased person by furnishing relevant documentary evidences to prove your case and seek direction to the concerned revenue authority to issue the desired certificate
