Complaint against tax evaders

I want to file a complaint against some tax evaders who are not including their rental income in their total income while filing ITR. What is procedure to file such complaint. If by chance my complaint proves to be wrong, can IT department take action against me.

What is the purpose of compliaining about non-filing ITR of rent received ?
