Transfer of property

Sir,
I want to purchase one property from the 1st allotee.But issue is this property allotted by Bhubaneswar Development Authority,Which restricts the transfer only after 5 years of taking possession.
1st allottee has taken possession in May 2018,so how can we do the transfer currently ,the 1st allottee also needs money for his medical treatment so want to sell the property.
So what is the process to be followed in order to purchase the property in a legal way.

Development Authorities (BDA) have certain norms and rules for allotment. so the 1st allotee and you request the development authorities(BDA) to transfer in your favour. The first allotee shall enclose MC if necessary.

1. Anonymous author should not expect valuable advise and obligation of experts as per rule of this platform, disclose your identity
2. However, instead of transfer of title the property can be mortgaged for financing the owner.
3. It would be better to consult a local prudent lawyer for proper guidance.
