Clarification regarding meaning of without cumulative effect

please explain meaning of �stop one annual increment without cumulative effect�.
1) is it regarding stoppage of increment for only one year and that will be regularized on next year or for whole of life time service.
2) further whether i will be able to get my half salary now which was stopped during suspension period.
please give me the answers of above said queries. thanks

In the case of 'without cumulative effect' you will lose the increment benefit for the period of punishment and will be restored after the punishment period.If it was with cumulative effect the financilal benefit lost once for all in your service.
