My friend wants to adopt two daughters 17 & 11 years old of his wife from her previous husband who has divorced her and custody is with lady whom my friend has married,
Can her EX Husband create any objection, is being custodian of her daughters, do we need any sort of NOC from their ex father,
Is there any law that my friend cannot officially adopt one or both of them,
Financially is good.

Two children cannot be adopted. Did your friend wife get divorce decree? if decree orders passed, decree orders have to be verified. for a good lawyer you may search google.

Since the lady (wife) has custody of both the girls from her ex-husband, she is liable to maintain them with the help (even without adoption) of her husband.
There is restriction of age (below 14 years) for adoption of minor, the younger girl can be considered for adoption.
Even otherwise, her elder daughter is already 17 years old and about to attain majority next year (if she has no guardian) there is no such requirement for her adoption as proposed.
