Regarding passport

dear sir
i have applied for passport in surat. while filling application, i mentioned the address of my shop, because i don't know that the passport can not be issued on commercial address. during police verification i said the address is of my shop and police verification reprot is no cleared. i got notice from passport office that you have suppress information and give the satisfactory reply then i visit passport regional office surat then he said you have to pay penelty of Rs. 5000/-
since there was no intention of suppress any information i have to pay penelty
what to do i don't want to pay penelty.
shop is in my name.

Pay the penalty and again apply for the passport mentioning actual residential address.

Was there any justification for furnishing incorrect information? An incorrect information need not be a false information.
Have you received the order imposing penalty? Please see if there is any provision for filing an appeal or seeking revision.
