High penalty on delay in maintenance payment

I am a member of co-op hsg society.

Society Formed in april 2017, i paid maintenance on 20th july 2017 for all four months from april 2017.

Society chairman is demanding penalty rs 100 per month delay summing up to rs 1000

Calculation is as follows

April to july 400 rs
May to july 300 rs
June to july 200 rs
July rs 100 as i paid maintenance after 10th of the month.

He is saying i have to pay penalty as per society rule as others also have paid the same way.

He is threatening to not to give share certificate untill penalty is paid.

Pls guide.

After issuing a due legal notice to chairman of society you refer a-the dispute to Registrar. certainly there would be relief.Consult with your lawyer.
