Which state

Well if Maharashtra then Act empowers commissioner of Municipal Corporation or senior officer with consent of Municipal commissioner to do it.

If building is dilapidated , it can be sealed if repair not conducted then it can be demolished.

Whether Maharashtra tell the City name for further information (Because there are two acts in Maharashtra for Municipal corporation)

Don't expect anything from Judiciary including Hon. High Court

In one matter infamous Hon. High Court ordered Prohibition of demolition of dilapidated building , and that building only collapsed some people died , from that time it don't entertain much , you will have satisfaction matter is in judiciary , your advocate will state matter is pending but don't expect that you will get Prohibition against demolition if building is dilapidated.

They will tell you to give undertaking , or they will tell you , you will be staying at your own risk and consequence and no one including local govt, fire brigade will be responsibility etc

Only remedy available repair the building or reconstruction and get official tag removed from Municipal corporation it is dilapidated building

Legally under which section notice you got and which act then I can tell more but no legal remedy in reality
