Transfer posting regarding

Dear experts,
Brief facts-
I had transferred from NR, Lucknow to NER, Shilling, dated 27.02.2015, w.e.f 1st April 2015. Accordingly, I had joined GSI,NER, Shillong on 10.04.2015 availing 10 days of Joining period. I have successfully completed my tenure of 2 years posting at NER, Shillong.
As per new transfer and placement policy that person who has completed full tenure in NER, will be considered for posting of his choice ( at home town lucknow).
But after completion of 2 years tenure posting at NER, Shillong Chief headquarter,Kolkata authority transferred me to Chandigarh, w.e.f 1st May 2017.
now I want to file the case in CAT at lucknow.But some body told me this place is not your juriduction place . U can file the case in shillong, Meghalaya.

Kindly advice and suggest where I can file the CAT case ?

In terms of the provisions of the Administrative Tribunals Act, the case needs to filed at the place where the cause of action has arisen fully or partly or at the place of posting or before the Principal Bench, New Delhi. In exceptional cases, the case could be filed before any other Bench with the permission of the Chairman.

Transfer to home town depends solely on the existence of vacancy, not by replacement of some one else. Better check if some vacancy existed at Lucknow in your cadre before you decide to approach CAT. Otherwise there will be no use in wasting time and money by going to CAT.
