Recovery of payment against udgements of sme facilitation council - bhopal

My name is Mukul Chinchalkar. I had filed cases of defaulted payment recoveries against Pune and Thane parties in SMEFC - Bhopal. In both the cases, judgements are given in my favor. SMEFC Bhopal has given Revenue Recovery warrants to Pune and Thane Collectors, and collectors have issued the tasks to respective Tehsildars. The process in underway since last two years. I have shuttled Tehsildards offices several times, but no result.

Both the parties have managed Tehsidars, and hence recoveries has come to stand still.

As advised to me by some Supreme court lawyer, I need to file Revision petition in Mumbai high court, and request to issue time bound schedule of recoveries to respective collectors.

I am looking for a lawyer, who has handled such cases, and have expertise in revenue recovery and SMEFC act 2006. The Amount of recoveries are Pune - 25L and Thane 65L.

What is SMEFC? Why recovery under RR Act is allowed? Any how, such recoveries under RR Act is too tedious to be effective.
