Rulings are there only to the extent that father's name need not be insisted upon. But certainly there are no rulings to say that a mother can fill up her name against the column for Father's name.

Children Can Use Either Mother's or Father's Name a Govt Resolution issued by Women and Child Welfare Dept in June 2014.It is also Supported by a Land Mark Judgement of the Supreme Court Bench Headed by Honourable Justice Vikramjit Sen which said Mother can be Sole Legal Guardian.The Supreme Court order was earlier to the Govt resolution.

A divorced woman, she doesn't want to use her ex husband name for her daughter's father name. She didn't get married after her divorce, present status is single divorceed mother. In college admission authority is asking to write the father name of her daughter.
