not issued relieving letter

(Querist) 17 September 2015 This query is : Resolved 
I have submitted my resignation at AIIMS, with 3 mnths notice period and completed my last duty on 12pm 16/09/15, and done all the due file works before 3pm on the same day. But they were not issued relieving letter on that time and told me to collect it on 17/09/15, as i have to join on banglore nimhans hospital on 18/09/15(last day for joining). They are not issued relieving letter and not telling any exact time. What should i do in this condition? Can I get permission to join there, this is only office work delay ,otherwise i am ready to joi�.

Appeal to higher officials narrating the details of previous representations.
