2 or more final reports

1.can there be two or more final reports in a single charge.
2.Can an accused make a petition under 173 of Criminal procedure code?

1. Yes in a single case filing of two Final Reports is possible but not at the same time. For example, if the police files a FR in a case then the de facto complainant can file protest petition to challenge the FR and after hearing the Magistrate can direct the Police or other investigating agency to re-investigate the FIR.And after reinvestigation the investigating agency can again file FR.

2 I could not understand your query.Only the Investigating Agency files Police Report. The accused can participate at the time of hearing of Protest petition.
