Dear Sir,
Can a Private employee, who is not a public servant, be appointed as head of the institute or organization run by Govt departments? Can such private employee, who is appointed on contract basis, command or control or take precedence over government employee? Please guide me on this matter and let me know if there is any certain rule which prevents such type of practice.

A private employee becomes a govt employee, when he is appointed to the Govt.

He can exercise the powers conferred for that post. Nothing illegal.

If a teacher appointed on contract basis only for one academic session in Kendriya Vidyalaya be treated as public servant?

Yes, as long as he is serving during the contract, he is a public servant. Even if he had worked for a single day, he is a public servant for that single day.

Generally, only consultants are appointed on short term basis. They are not considered part of hierarchy.
