It is very simple that one lady died intestate and her son too died whereas her daughter in law is in possession of the property but whether that lady's daughters will have a share in that property ? Yes the daughters of deceased lady do have a right of share in the intestate property, what is your doubt?

issues ?

Is the property can be transferred to the name of ‘X ‘ as he is the legal hire ?
X is the legal heir of her husband and not of her mother in law, so she is entitled to a share out of the share of her deceased husband in her mother in law's intestate property. So she cannot transfer entire property on her name.

Can the two sisters can have any objection to the transfer?

Yes the sisters can object to X's action of transferring entire intestate property on her name, they can restrict/restrain her from doing so through an injunction from a court of law.

Can X transfer the property to his name without giving any share to A’s sisters?
No she cannot do it, it is illegal.

Is there is any special thing to be done if the house under municipality covered area?
What special thing?, giving their legitimate shares to her sisters in law is not a special thing, it is as per law.
