Action for misbehavior

What action is to be taken by a Govt. employee if any outsider misbehaved(says that he will slap him/her) in official duty hrs .

For mere misbehaviour there is no relief.
If any restraint is made then case u/s 353 IPC can be initiated.

a government servant if has been obstructed from performing his duties, a complaint with higher official or to the concerned police will be the relief. The authority will take care of the legal action thereof.
