electricity cables above house

Dear Sir,
Seasons' Greetings!
I m constructing second story of my house in Himachal Pradesh. As electricity cable is having its route above my house for power supply to Govt school,I gave application to Executive Chief Engineer to change the root of the cable to complete the construction. In stead of changing the route they sent me registered letter to stop work as I can not do construction under electricity cables and can be punished for this under some electricity board law with my responsibility for any loss of life etc.

Despite my many verbal and telephonic requests to SDO and JE nothing is being done dispute of the fact that alternative poles are there to change the root of cables, which are giving supply to Govt. School only and no further electricity distribution is there for any other house.
My construction is not proceeding further.
Kindly, suggest.

How these electricity lines to be passing over your house? Were those lines there when you constructed the house? If so, was the construction done with due permission?

Move Court to get appropriate Order against Electricity brd, and in your fvr.
